If you click post reply, there is some blue text "attach file" underlined. Click on there and another box comes up where you can upload the pic.

When you upload the photo you also see a little box on the left just before the description box to tick that says post as a thumbnail. If you do this people with dial up can load the page without having to wait for this huge picture to load. You might still be able to go in and edit it.

The other alternative is not to select the 'don't resize' option; or choose the default 600 x 480 option. Or edit the original photo to remove extraneous background and in so doing naturally reduce the picture size.
